Brothers and Sisters of AFGE,

My name is Ottis Johnson Jr., and I proudly serve as National Vice President of AFGE District 14, representing federal and D.C. government employees throughout the Washington Metropolitan Area and Europe. Today, I ask for your support to serve as the next National President of the AFGE.

The upcoming election is about more than a change in leadership — it is about AFGE’s future. Federal and D.C. employees are facing unprecedented challenges: attacks on collective bargaining, chronic understaffing, political interference, workplace uncertainty, and growing demands with fewer resources. Our members do not need excuses. They need a union prepared to change how it thinks, organizes, and fights — not one that simply reacts while waiting on courts or others to decide our future.

AFGE has always been strongest when power comes from the members up, not the leadership down. That means stronger locals with the tools and resources to succeed. Stewards who are trained, supported, and empowered. Leaders who listen, communicate honestly, and deliver results.

Leadership is not defined by a title. It is earned through trust, accountability, and action. It means showing up when times are difficult, telling members the truth, and standing with them when they need their union most

Leadership also means preparing for tomorrow. Government services are evolving through technology, contractors, partnerships, and new models of public service. We will always defend the federal workforce — but we must expand our vision, strengthen our alliances, and ensure every worker who supports government services has a voice and a seat at the table.

This campaign is built on four commitments: Build. Protect. Open. Expand.

His message was clear: we cannot simply protect what we have—we must organize, innovate, and fight with renewed purpose. This campaign is not about holding office; it is about building tomorrow’s labor movement.

Leadership Beyond Boundaries: Ottis Johnson Jr. and
Federal Employee Representation in Europe

For decades, AFGE represented American federal employees serving overseas, with a strong presence in Europe during the 1960s through the 1980s. As overseas structures changed and priorities shifted, that dedicated Europe-wide focus declined over time — but the need for representation never disappeared.

Recognizing the importance of ensuring federal employees overseas continued to have a voice, AFGE District 14 National Vice President Ottis Johnson Jr. accepted the challenge of rebuilding and strengthening AFGE’s presence in Europe. Under his leadership, District 14 renewed its focus on the unique needs of employees serving abroad, expanding outreach, organizing efforts, and representation across the European workforce.

NVP Johnson’s leadership has been defined by the willingness to take on challenges others might avoid — creating solutions beyond traditional boundaries to ensure employees are not left behind. His efforts helped bring new groups of overseas employees into AFGE. As federal labor relations entered a period of unprecedented change, including challenges created by Executive Orders affecting traditional representational structures, the mission remained the same: protecting the rights and interests of federal employees wherever they serve. Europe operations still survive only because of NVP Johnson.

True leaders step forward when circumstances are difficult. Ottis Johnson Jr. has demonstrated that leadership means adapting, innovating, and building for the future — ensuring AFGE remains at the forefront of representation for federal employees serving around the world.
